I think my child is smarter than Apple. Parental controls aren't working.

A couple of things to consider:
1. Apple’s software engineers generally have more technical knowledge than teenagers.
2. There’s a team of around 1000 or more working on iPhone software development including Parental Controls.
3. If there was an exploit discovered, it would be quickly fixed in a following update.
4. ScreenTime is part of system settings and cannot be deleted.
When ScreenTime was first introduced about 5 years ago, kids found a work around within a day or so where they could change the date/time of the phone and undo their parents settings. Apple closed that loophole in about 12 hours sent an update out immediately. There’s not been another since.
Reality:
Either your child knows your passcode or your settings are incorrect.
